The working group on PSYC core technology. A minimal essential toolkit that other applications can build upon.

Current status
- As discussed on Strategy we developed a library in C that provides for basic PSYC operations and includes a nice test suite.
- The job of the core team is to a large extent done, we are only adding extras as we need them, like a table syntax.
- We could use more bindings to various languages.
