On PSYC, a ChanServ is a bit pointless. Why would you want a messaging API to configure and secure a chatroom on somebody else's server, if you can just as well run your own server, configure a place to do exactly what you want, then invite everyone in PSYCspace to enter it?
Yes, ChanServ-like behaviour could still be useful to improve compatibility, but is it worth the effort to implement it? And wouldn't a graphical editor (like a web form) be nicer to use? See IRCPLUS on enabling GUIs to deal with ChanServ.
